The code of ethics were put in place so that that those using the computer had a code of conduct. They could see that computers would have a large impact on peoples lives, But laws and rules are only good if all people abide by the rules. An old saying is that “locks only keep honest people honest” today there are many using the computer to defraud or hold others hostage.
For example when people infected a hospital computers and demanded payment or they would shut down their computers jeopardizing the lives of many. To do this they were experts in there field but showed no consideration for the good of any but themselves. That is why its important that every one understands something about the use of computers and ethics.
